We have discovered an unexpected phenomenon whereby a hydrogel can be prepared and dried in a way as to exhibit comparable performance to petrochemical-based SAPs in water absorption and retention (and with the potential for superior performance). Current SAPs are petrochemical based products that suffer from both cost fluctuations and a lack of biodegradability. Our discovery of using renewable plant- and animal-based starting materials serves to eliminate these two major concerns. This new methodology represents a step change. Besides being highly absorbent, renewable, and biodegradable, tailoring the hydrogels' properties will not require alterations in the process chemistry. Immobilizing the osmotically active agent (cellulose sulfate) in a hydrophilic gelatin matrix crosslinked with the hydrophilic compound isosorbide bisepoxide enables a flexible platform technology that can be tuned to address a wide range of applications in a facile manner. The main objective of the Phase I is to determine and validate the optimal compositions of the hydrogels which allow for maximum water uptake.\n\nThe broader impact/commercial potential of this project will stem from the potential to provide an environmentally-responsible alternative to the current dominant acrylate-based super absorbent materials. Global market demand for highly absorbent polymers is projected to reach 1.9 million metric tons by the year 2015, led by emerging economies, rapidly aging populations, and growing health awareness among consumers. There is increasing concern that consumer products based on these materials will become a landfill issue as populations increase and lifespans lengthen. The proposed novel SAP materials based on completely biodegradable polysaccharides and gelatin formulations potentially represent a solution to this critical environmental problem. Further, this technology represents a core platform renewable source SAP that can be modified for water uptake and other physical properties. ALFALFA surveys the local Universe for neutral hydrogen (HI) sources external to the Milky Way using the seven-beam ALFA receiver on the Arecibo Observatory radio telescope. It has detected more than 20,000 galaxies, resulting in a wide range of scientific applications. UAT students and faculty participate through several program components: \n\n(1) The Annual UAT Workshop at Arecibo Observatory communicates ALFALFA and HI science via lectures, observing sessions, and group work led by team faculty, graduate and advanced undergraduate students, and Arecibo Observatory staff. \n(2) Observing at Arecibo provides students and faculty with hands-on experience at a world-class national facility. \n(3) Computer infrastructure ensures the success of researchers at smaller schools. \n(4) Intellectually engaging research projects are supported via a summer research program, academic year advising by faculty mentors, and travel to meetings to present results. \n(5) Collaborative research projects in coordination with the ALFALFA PIs provide students and faculty with transformative research experiences while demonstrating the modern collaborative model of scientific interactions. \n\nThrough the UAT program, students and faculty mentors at a diverse set of universities, both public and private, participate directly and collaboratively in observations at a major national observatory and analyze survey data to contribute to the science goals of a legacy survey. The direct participation of undergraduate students in research projects enhances their education and intellectual development. The collaborative nature of the program, supported by appropriate computer infrastructure and communication media, enables students and faculty to participate effectively in data analysis and remote observing. The program builds connections between staff at Arecibo Observatory and faculty and students at the participating US institutions. This makes for a very slow and laborious data-gathering process. In contrast, modern instruments at optical and infrared wavelengths, and more recently those at millimeter and sub-millimeter wavelengths, are able to gather data in parallel from multiple (and in some cases many) independent pixels at once. The gains in observing efficiency and scientific capability can be enormous. Multiple pixels improve the ability to remove signal background and greatly increase the speed at which large-area surveys can be carried out. An initial step at the wavelength of 21 centimeters is the Arecibo Observatory 7-pixel Arecibo L-band Feed Array (ALFA), installed on the 305-meter telescope in 2004.\n\nA future direction with even more impact on observing power is a planned cryogenically-cooled 40-beam phased array feed (PAF) for Arecibo, also operating at L-band. Feasibility studies have shown that Arecibo optics can support all 40 beams on the sky, and a demonstration dewar system that will house a 19-element array is nearly complete. To further develop the technology needed to build large arrays of the future, Drs. G. Cortes-Medellin and D. Campbell of Cornell University plan to add low noise amplifiers to the cryogenic dewar and deploy the full system for use on the Arecibo telescope. The goals will be to demonstrate that a system noise temperature of less than 35 K can be achieved with a multipixel array, investigate optimal beam-forming algorithms for Arecibo's optics, and determine the system's overall temporal stability. The new, more efficient generation of multi-element L-band receivers being advanced by this project will mesh with phased array feed signal-processing backends under development at Brigham Young University. Together, the studies will enable the design of a larger, full-scale phased array feeds that will greatly accelerate the capabilities of cm-wavelength surveys. For 2012, R/V Savannah plans to operate 168 days, of which 99 days are in support of NSF peer-reviewed sea-going science. This is a five-year cooperative agreement, and funding for the years 2013-2016 will be re-negotiated and evaluated based on the number of days in service of NSF funded research. R/V Savannah is operated as a University National Oceanographic Laboratory System (UNOLS) ship, and as such follows UNOLS safety standards and NSF inspection requirements.\n\nIntellectual and Technical Merit:\n\nR/V Savannah is a 92-foot coastal research vessel, which was delivered from Washburn and Doughty shipbuilders in September 2001. This ship is one of the most capable platforms for conducting oceanographic research and education activities in the continental shelf, estuarine, and riverine environments of the Southeastern U.S. The vessel has been used to examine rates of benthic primary production on the West Florida Shelf and South Atlantic Bight, to assess microbial diversity in environments ranging from coastal estuaries to the Gulf Stream, to examine the biogeochemical dynamics within the Long Term Ecosystem Research (LTER) study sites and to develop a regional coastal observing system. In addition, the Savannah has been and will be used for a multibeam survey of the Savannah River. The deck space, a large hydraulic A-frame, which maximizes the cable bend radius necessary to deploy acoustic packages, and generally quiet vessel operations make this vessel ideal for these kinds of projects. The 2012 Rustbelt RNA Meeting will be held October 19-20, 2012, at the Crowne Plaza in Dayton, Ohio. The Rustbelt RNA Meeting is the major Midwest regional meeting of RNA researchers. The intellectual objective of the Rustbelt RNA Meeting is to provide an inexpensive, high-caliber, interdisciplinary meeting for RNA researchers in the Midwest. The field of RNA structure, function, and processing is growing at a rapid pace. RNA now has a demonstrated role in many important biological phenomena, such as carcinogenesis and development. Exciting new research areas, for example, to find functions for long noncoding RNAs, are bursting with new information that reaches into unexpected areas of cellular biochemistry. These functions are well beyond the obvious prominent role for RNA as a product of transcription, a template for translation, or as structural/catalytic components of spliceosomes and ribosomes. At the same time, the methods used to study RNA are becoming increasingly diverse, ranging from synthetic and physical chemistry to biochemistry, genetics, and biophysical approaches all the way to cellular imaging and computational methods. Exchange of information on topics such as these offers an excellent opportunity for improving understanding of basic mechanisms of gene expression mediated by RNA.\n\nBroader Impacts. The broader impact of the Rustbelt RNA Meeting is in trainee and junior faculty development. The Rustbelt RNA Meeting strongly emphasizes trainee participation. One major feature of the Rustbelt RNA Meeting is the participation of graduate and undergraduate students from a wide range of institutions (from large research-intensive universities to small, primarily undergraduate colleges). In addition to offering opportunities for interactions with principal investigators and other trainees, the Rustbelt RNA Meeting provides invaluable experience for trainees to present their research in an educational and supportive atmosphere. Importantly, trainees account for the majority of both poster and oral presentations. Such presentations instill confidence in the trainees and inspire trainees in the audience to present their results orally in the future. Students feel more comfortable to ask questions when the speaker is a fellow student. The smaller size of the Rustbelt RNA Meeting also benefits trainee presenters because of the greater attention paid to them by principal investigators. To encourage top-notch presentations, prizes are awarded for outstanding oral and poster presentations. Dr. David Blackwell was an outstanding African-American mathematician and statistician who made profound contributions to several areas of mathematics, game theory, probability theory, information theory, dynamic programming, logic and statistics. This significant event organized by three collaborating institutions simultaneously recognizes Dr. Blackwell's legacy as well as advances in mathematics and statistics. Fluted points are widespread in the Americas, but in the Beringian area of north and northwest Alaska problematic and un-datable contexts have prevented interpretations of their meaning, especially in the context of human dispersal across the Americas, and we still know virtually nothing about their adaptive context in late-glacial Arctic and Subarctic ecosystems. Thus far, their attribution to the early period of Alaskan prehistory has been based predominantly on typology alone. The proposed research attempts to resolve this problem by addressing the question: What are the culture-historical and adaptive contexts of Alaskan fluted points? Excavations at Serpentine Hot Springs in 2005 and 2009-2011 have recovered fluted points from a stratigraphically sealed context in association with features interpreted as fire-hearths and charcoal from these features consistently produced dates averaging 10,200-10,000 radiocarbon years before present (14C BP). Prior to this discovery, a clear understanding of the context and significance of fluted points in Beringian archaeology and first Americans research has been impossible. \n\nThe primary research goals of this project are to 1) characterize the technology and morphology of fluted projectile points recovered from Serpentine Hot Springs and other Alaskan sites, 2) characterize technological activities carried out at Serpentine Hot Springs and other fluted point sites in Alaska, 3) interpret the technological organization of the ?northern fluted-point complex?, especially in regards to settlement and mobility, and 4) investigate the origins of Alaskan fluted points. The proposed research will combine standard lithic analyses of non-metric and metric variables with geometric morphometric analyses to obtain a meaningful statistical expression of fluted-point technology and shape. In this part of the analysis, Smith will draw on materials from 19 archaeological sites in Alaska to establish technological and morphological relationships between the fluted points. In the next component of the analysis, Smith will address the technological organization implemented by Alaskan fluted-point makers, thereby facilitating evaluation of northern Paleoindian behavior in terms of tool-stone acquisition, transport, and mobility. Investigation of technological organization will be based on analyses of complete lithic assemblages (including debitage) obtained from Serpentine Hot Springs, Putu, and eight Batza Téna localities where potentially ?typologically clean? assemblages have been found. To investigate the origins of fluted-point technology in Alaska and place Alaskan fluted points in the context of the Paleoindian occupation of the American continents, fluted-point collections from localities in Canada and the continental United States will be comparatively analyzed in regards to technology and morphology. Fluted-point variability and correlations in morphology will be analyzed by a new form of shape-analysis which utilizes geometric morphometrics and allows the entire geometry of the artifacts to be preserved throughout analysis, serving to increase the power of statistical expression. The proposed analyses will require travel to museums in Fairbanks and Anchorage, Alaska; Washington DC; Laramie, WY; Edmonton and Calgary, Alberta; Victoria, British Columbia; and Ottawa, Toronto, and London, Ontario to study artifact collections curated at these institutions.\n\nFunding of the proposed research will enable Ph.D. candidate H. Smith to conduct analyses necessary to place the Serpentine Hot Springs assemblage and the Alaskan fluted-point complex into the greater context of human adaptation during the Pleistocene-Holocene transition. Given its mission to significantly increase the number of baccalaureate degrees awarded to underrepresented minorities in science, technology, engineering, and mathematics FGLSAMP will focus greater attention on utilizing effective models and best practices for expanding the pipeline of community college students matriculating into STEM disciplines at the university level. In conjunction with the emphasis on community college students, two additional areas of focus include expanding participation in international research experiences and enhancing means of growing the number of students entering STEM PhD programs. These additions to FGLSAMP will enable FGLSAMP to build upon its successful track record and will allow FGLSAMP to achieve its goals for 2012-2017.\n\nFGLSAMP proposes to significantly expand its STEM talent pool through greater collaboration among the 14 partner institutions and enhanced practices that result in: 1) student retention and graduation in STEM disciplines; 2) effectively preparing and matriculating FGLSAMP community college students to pursue baccalaureate degrees in STEM disciplines; 3) providing significant STEM international research opportunities 4) preparation of FGLSAMP undergraduate participants for STEM graduate education opportunities. The IAI is an intergovernmental institution whose core budget is funded through contributions from its 19 member countries, including the USA. The funding represents the US voluntary contribution to the IAI as set by agreed to by the USG, and will be used to cover 59% of the IAI Directorate international staff salaries and travel costs, travel costs for the 10-member Scientific Advisory Committee of the IAI, and part of the IAI's publication budget. The present proposal covers the US contribution for three years.\nThe intellectual merit of this proposal lies in the essential role of the IAI and its core funding in realizing the IAI's objectives to implement regional cooperations for interdisciplinary research on global change; to conduct or select for sponsorship (based on peer review) scientific projects and training of regional relevance which cannot be conducted by any single country or institution; to link research institutions of the region to global programs; to improve the scientific and technical capabilities and research infrastructure of the countries of the region; to foster standardization, collection, analysis and exchange of scientific data; and to provide scientific information to government towards public policy on global change.\nThe IAI implements its science programs using calls for proposals, peer reviews and post-award monitoring. In addition it has become active in developing durable networks of institutions and researchers across disciplines and countries, and is engaging in analysis and synthesis of the IAI's varied science output. The IAI develops science and policy strategies in consultation with member countries, and collects and processes science output to contribute to informed decision making. During the three year period of support requested here, the IAI will complete two science programs, provide final analysis, reporting and an in-depth synthesis of the science and policy implications. The synthesis of science-policy links will be published in a variety of publications for different audiences, and will be edited by IAI staff and other experts. A strategic planning process has been initiated and a new cooperative science program will be developed. Five training programs have been scheduled and others will be developed. The broader implications that go beyond the science content of the networks lie in the building of institutional capacities in the region to manage large collaborative science projects. Over the next 3 years, the IAI will continue its task of linking research and education activities across disciplines, and explore opportunities generated by the international networking to insert science into the decision process of its member countries. An important effort will therefore be to engage member countries in the science and its translation into policy.\n\nBackground\nThe IAI has been listed by the State Department as an international organization within the meaning of the Federal Employees International Organization Service Act, covered by 5 U.S.C. 3343 and 5 U.S.C. 3581.\n\nCore Budget support, for which this proposal is submitted, allows the operation of the Directorate of the IAI.
